ABOUT THE BILL

HB 5624 was introduced by Rep. Brad Buckley at the request of a coalition of Texas track owners to protect track owners and operators from liability for claims arising from the inherent risk in practicing, riding, or racing motocross and the known risks, challenges, and obstacles that could not be eliminated without changing the nature of motocross itself. The goal is to try to rein in out-of-control insurance costs and ensure that Texas tracks can afford to remain open to serve the Texas riding and racing community.  HB 5624 also resolves an inconsistency in existing Texas law where equestrian and rodeo activities enjoy liability protection for injuries arising from the risks inherent in those activities but motocross does not.  

As riders and racers, we all know the risks of trying to get around a track faster than the next racer and we want interesting and challenging terrain. Racing provides mental, physical, and emotional benefits and fosters a sense of community that we want to preserve and protect for future generations. This bill does not provide blanket immunity but, instead, creates a fair and consistent legal standard similar to equestrian and rodeo, and encourages responsible operation of tracks to ensure continued access to the sport and facilities we all love.

I reside in your district and I am writing to ask for your help in supporting HB 5624, introduced by Rep. Brad Buckley (Dist. 54) and currently co-authored by Rep. Metcalf (Dist. 16). The bill was introduced to combat ever increasing insurance premiums that threaten the ability of motocross track owners, operators, and promoters to continue in business and the ability of Texas families who ride and race motocross to recreate together.


As [a rider / riders], our ability to race motocross is dependent upon those few track operators with facilities to host races.  [I spend/ our family spends] many of our weekends at [our local motocross facility / various motocross facilities across Texas] and find it provides valuable time with family and friends, and enjoying life outdoors in the great state of Texas! Each year, our ability to do that is threatened by ever-increasing insurance premiums for track operators that threaten their ability to procure insurance which could force tracks to close. Without our Texas tracks, we will have nowhere to ride or race, and no reason to purchase new motorcycles, fuel, trailers, campers/RVs, etc. all of which contribute significantly to the our local and state economy.  These tracks are key to our ability to ride, compete, and commune with our families and friends.

HB 5624 was recently voted out of the Judiciary and Civil Jurisprudence Committee. As riders, we would greatly appreciate it if you would be willing to join as a co-author on the bill. Alternatively, we ask for your vote and support of HB 5624.
